In the Seffaedes Vale, there is a large city-state called Westport (pop. 50,000+). It is one of several city-states in the Vale, and is governed by a self-made merchant baron, whose family has owned and operated the large port complex there for nearly a hundred years. Sharing power with the merchant baron are the Landowners Congress, Court of Guard, and Zarchronus Magi. The city-state is a dense urban landscape, built upon the ruins of an ancient empire's port. It is rife with guilds, associations, goods, services, and all manner of vices. The political intrigues are nearly as exciting as walking down the street of Barrelsbrook at night. Many goods pass through Westport, both from the Vale and from beyond the Akavari Sea.
To the east of Westport lies the Hallas Lowlands, an area of rich soil and bountiful harvest. The Hallas Lowlands supplies a great deal of food to the city-state of Westport, and several of the smaller towns. Any farmer in the Hallas Lowlands will tell you, livestock will disappear from time to time. Usually hungry wolves during the winter or summer, a lone cat, or the occasional odd brigand or goblin. No one worries too much when it happens.
